The purpose of this website is warn anyone who wishes to invest money in Property Hotspots Worldwide is NOT to. I have experienced it and would NOT want anyone else to go through the same.
Unfortunately, I had the experience of dealing with Alison and Andrew (Andy) Harris at Regency Towers, Hurghada, Egypt where they were close to completing (so I thought at the time) a small development of 1 and 2 bedroom apartments.
Having inspected the apartment, we were told by Alison that we could have certain extras in the apartment and change the specification free of charge, (I,e. put a balustrade outside the apartment and change the position of an external door). We came back to the UK and paid a deposit of £2,050.
We then dealt with a director of their UK company called Mike, who left after a short while and were told by Alison that he had been sacked for using drugs and was drinking on the job(great combination in business!) and began dealing with Andy. That's when it all went wrong. Andy told us point blank everything Alison had told us we could have we couldn't and that Alison had never said that - A complete lie.
Although not happy about the situation, we felt it worth progressing as we had already paid the deposit. How wrong were we.
The solicitor who was recommended to us by Property Hotspots's estate agents who sold me the apartment, Philip Morris, we subsequently found out was particularly friendly with Andy Harris and a contract was sent to us to sign without having seen it. Who would sign a contract that had never been seen or amended and my solicitor didn't have any amendments or comments about the contract which we found very strange!! Andy was not happy that we would not sign the contract without having read it!
We agreed certain additional works in the apartment which I would have to pay an additional amount (housing the boiler/wardrobe/bathroom cabinet) and this specification was attached to the contract as part of the contract so the works had to be completed before we could complete.
We exchanged contracts and then the rude abrupt emails started from Andy Harris saying he wanted to complete. He sent a few photographs of the apartment which showed the specification we had agreed and annexed to the contract had not been completed so we said we would not part with the rest of the money until they had.
All Andy Harris could say was "It's got a 2 year warranty for any works so they will be done - I want your money its with your solicitor".
After lots (and I mean lots) of emails to my solicitor who hardly responded to any of my emails and to Andy Harris he confirmed he would keep 30% of the purchase price of the apartment (which was correct) if I didn't complete within 30 days of his alleged notice. I said I wouldn't complete as the works had not been finished in accordance with the contract and therefore no valid notice was ever served. As I pointed out to him, it would be like paying for a house with a conservatory and no conservatory being built but the developer wanting their money and then saying to you it would be done within 2 years. You just wouldn't complete!
Philip Harris said that he didn't think that Andy Harris had ever served a notice or it could be described loosely as a notice (it either is or isn't a notice in my opinion). I said I would not complete as the apartment had not been finished and the works completed in accordance with the contract.
I was extremely concerned about the money I had already paid (circa £32,000) and therefore took the decision to complete the purchase of the apartment by paying the rest of the money (£9,500) as it would be better having a flat which I would at least sell straight away rather than lose 30% of money (circa £12,500).
I sent Andy a number of emails confirming I would complete but all of these were ignored by him and therefore he knows he'sdoing wrong as he recently suggested that he would use my money he was holding as a deposit for another flat (6 months later) if I bought another flat in a different development. Why would I want to do that and give him the opportunity to keep even more of my money?
He would not let me complete my apartment although I didn't want to as it wasn't finished and would keep the money I had paid. He then said as I hadn't completed he'd keep my deposit and that's exactly what he has done although he knows he's in the wrong.
I have sent him numerous emails trying to resolve this matter but he is not interested as he's got my money and he's still got his apartment. Which no doubt he's probably sold to someone else.
I have lots and lots of proof but I have been told by another UK solicitor that I would need a solicitor in Egypt to review and act on my behalf and it would be very hard to get any money back. I would in all likelihood be throwing good money after bad.
I've looked on the web and found various articles relating to Property Hotspots Worldwide and how they conduct themselves and how they like to do business for themselves.

It does not make pleasant reading and it would appear that they have caused a lot of problems in Egypt and in England before they left.
Alison and Andy Harris will offer you what ever you want to want to hear as long as you pay them your money but will not deliver what you agreed. A contract is there as proof and is a legally binding document between parties but I don't quite think Andy Harris and Property Hotspots think this is the case, as they are in Egypt and seem to do exactly what they want to do in flagrant disregard of both the law and what was agreed.

CHEATING holiday firm Somerville Leisure PLC has bitten the dust, we're delighted to report. The company flogged its shares to holidaymakers, who were then entitled to join something called the Dream Leisure Club. But: Buyers were misled into believing they could sell their shares on the open market. In fact, the market for the shares was next to non- existent. Sales reps took excessive commission.
Somerville Leisure was insolvent. There were no decent company accounts. Those fine people at the Companies Investigation Branch of the Department of Trade and Industry have now had Somerville Leisure put into compulsory liquidation by the High Court. Before the DTI obtained the court order, the directors had slyly tried to have the company put into voluntary liquidation, which would have left them in control.
In making the compulsory order, Mr Justice Rimer said the directors had displayed "a somewhat secretive enthusiasm to appoint voluntary liquidators and with it, at least initially, an enthusiasm to maintain themselves in the saddle as managers". If you've lost out you should contact the Official Receiver at 21Bloomsbury Street, London WC1B 3SS. The directors, who refused to co- operate with the DTI, were John Patterson, 34, of Stanley, County Durham; Paul Harris, 41, of Stafford; and Jonathan O'Brien, 37, of Stoke on Trent.
O'Brien was previously a director of Aroma Health International Ltd, which was liquidated by Customs and Excise in August last year. For the record, he is currently a director of another company called Premier Law Line Ltd. Harris is a director of European Legal Services, Asset Guardians, R&V Tower and Premier Law Line. Everyone is pulling out of Property Hotspots Worldwide and Regency Beach at an alarming rate.
I am sure it is partly due to the fact that when everyone was introduced here to the fact the Andrew Harris was shut down by the British government after a Holiday property scandal.
Lawyers are currently looking into a class action lawsuit against Andrew John Harris, Alison Harris, Property Hotspots Worldwide and First Leisure LTD. This will be brought by investors and others that have had adverse dealing with these people and companies. You can private message us with your information if you want to be added to a possible lawsuit and this investigation. Please give a brief detail of your complaint or concern. I do have a positive for some of you investors. if you have invested on regency beach then as i understand it all monies are being held by LAW LTD and have not been released to the developer. while things are still at this stage you should have no problem getting your money back from LAW LTD. Contracts have not been issued yet (due to problems with planning & other issues that are not allowing LAW to complete their due dilligence checks) and therefore you are entitled to a full refund of monies paid. You will however be liable for some solicitors fees which you will need to pay to LAW direct. This process will be the same for anyone else who has bought on Regency developments that hasnt exchanged contracts as your money should not have left the solicitors client account. LAW LTD are members of the uk law society and are therefore regulated by UKLS. if you are having problems then you should direct your complaint directly to the uk law society on 0845 608 6565
In my opinion (and i must stress that it is only my opinion) those buyers who have real cause for concern are those who have bought on regency towers as this is phws only development that is nearly (but not quite) complete (it is taking a very long time to finish off and it appears that there is a shortage of cash to get the place finished - what other reason can there be for the place not being finished long ago) Therefore these people will have handed over most if not all of their money, here is the first problem. Andrew Harris does not own the building - fact. The building is actually owned by an egyptian man who is waiting for his money from the units PHW have sold. Here is my concern. What happens to all the people who have bought on this development IF PHW suddenly ceases to exist? The Egyptian owner will say where is your contract? I have sold you nothing. If you have your contract I would check who you are buying the apartment from. If you are not buying it from an Egyptian then I would be very worried. If for example it says on your contract that the seller is phwor 1st Leisure or Andrew Harris then the contract I would summise is VOID as none of the above are the actual seller. We have a close friend who nearly bought on regency towers but throughout the course of doing his own due dilligence he discovered this discrepancy and decided it wasnt safe to proceed this was over a year ago so maybe by now the contracts have been changed in which case there is less cause for concern. Our worst fear for the buyers on regency towers is that they have bought a unit from someone who cant legally sell it to them, this person/company then disappear and the real owner arrives on the scene, the people that think they own in fact do not and are left with nothing while the company/person that has taken all the money is crusing off into the sunset.

so not wanting to go on even more at this point i wanted to give all existing and potential investors some advice. Make sure you carry out your own due dilligence on any property you are going to buy, go and see the build or build site, go to the local offices and find out who owns the land, get the contracts checked by an independent source and never presume that what the vendor tells you is true (someone made a good point earlier about vendors telling you there will be a golf course and then when all is said and done low and behold there is no golf course and nothing in the contract) check everything out that they tell you and if it is a major contributing factor in the purchase insist that it is written into your contract.
if you have already paid monies over to LAW LTD for your regency purchase and you no longer want to go ahead then put your wishes not to proceed in writing and give them a 7 day notice period in which to return your monies. If they do not comply report them to the uk law society on the number above.i hope this will help any potential buyers to make a wise choice and give the head start to those who have already purchased, good luck to everyone who is tied up in this mess
A company which misled people into buying its shares in order to obtain exclusive holidays has been wound up following a DTI investigation.
Essex-based company Somerville Leisure plc was wound up by the High Court on 19 September 2001, in the public interest.
The company sold its own 'non-voting' shares to investors who were then entitled to join a holiday club called the Dream Leisure Club.
A petition to wind up the company showed that members of the public had been misled into believing that they could sell their shares on the open market, when in fact there was no effective market for these shares. There was inadequate separation of the affairs of the company and the club.
Those involved with the company were taking excessive commissions for sales of shares and there were no adequate accounting records for either the company, Somerville Leisure plc, or the holiday club, Dream Leisure Club. The investigation also discovered that the company was insolvent.
Investigators also reported that the directors had been unwilling to co-operate with the enquiry.
The petition was presented following an investigation carried out by the Department's Companies Investigation Branch (CIB) under section 447 of the Companies Act 1985 which enables investigators to require a company to produce its records. If it is in the public interest the Secretary of State may use the information obtained to petition the Court to wind up a company or to disqualify the company's directors.
The petition was presented on 1 August 2001 and the Official Receiver was appointed provisional liquidator of the company on 6 September 2001. The Official Receiver's role was to protect and preserve the assets and financial records of the company until the hearing of the winding-up petition.
By virtue of the winding up order on 19 September, the Official Receiver is now the liquidator of the company and has a responsibility to investigate why the company failed and the conduct of the directors in relation to its affairs.
The company was incorporated on 9 July 1998. Its registered office and trading address is Stapleford Aviation Centre, Stapleford Aerodrome, Stapleford Tawney, Essex, RM4 1SJ. Its former registered office and trading address was at Somerville House, 20/22 Harborne Road, Edgbaston, Birmingham, B15 2AA.
The directors of the company are Mr Paul Edward Harris, Mr Jonathan Christian O'Brien (both appointed on 9 July 1998) and Mr John Patterson (who was appointed on 3 December 1999). The secretary of the company is Mr Paul Edward Harris.
On 1 December 1999 a Gibraltar based company of which Mr Patterson was the sole director at the time, acquired all 500,000 10p voting shares issued by the company. The shares were purchased from Mr Andrew John Harris (no relation to Mr P Harris), who was a director of the company from 27 November 1998 to 1 September 2000. Mr A J Harris trading as A J Harris Associates entered into the only agreement with the company to supply holiday accommodation.
The petition was initially opposed by the company, as was the application for the appointment of the Official Receiver as provisional liquidator. In opposing the matter the company gave various undertakings to the Court to cease offering any new shares or club memberships and not to dispose of any of its assets until the Court reached a decision.
In the event, the company did not serve any evidence opposing the petition but in the meantime, during the currency of the adjournment, on 21 August 2001, without reference to the Court or to the Secretary of State, resolved to be wound up voluntarily and appointed Mr Hasam Iman Mirza and Mr Clive Robert Hammond, Insolvency Practitioners, as joint voluntary liquidators.
The adjourned hearing of the Secretary of State's application to appoint the Official Receiver provisional liquidator came on before Mr Justice Rimer on 6 September 2001. Rimer J ordered the appointment of the Official Receiver as provisional liquidator notwithstanding the intervening appointment of voluntary liquidators. In making the order Rimer J stated that the directors had:
"... displayed, it would seem, a somewhat secretive enthusiasm to appoint voluntary liquidators and with it, at least initially, an enthusiasm to maintain themselves in the saddle as managers".
On 19 September 2001 the petition to wind up the company was heard by Mr Registrar Jaques. The matter was unopposed and a winding up order was made.

Owners Andrew "Andy" Harris and Alison Harris of Property Hot Spots Worldwide and First Leisure Limited in Hurghada, Egypt are being investigated by Egyptian police for alleged accusations of selling the same properties more than once to different clients. There has been many police reports as well as court papers filed against them by foreigners who have been wronged by this company and its owners. The courts are asking anyone who has a property or properties through the Property Hotspots Worldwide company to retain an attorney, file a report with the tourist police, and have the contract registered by the court in Hurghada as soon as possible (if this has not already been done). Please note: This can also be done by Power of Attorney signed by the property owner and the Attorney retained by you, or your embassy. Registering the property with the court will ensure all properties that have been sold more than once that the individual who registered it first will hold the property, anyone that it has been sold the same property after this will have to go after Property Hot Spots Worldwide for a refund.
